This concept is used in children's playgrounds all the time.  The process uses 
a resin and shredded tires.  The most used resin is made by DOW and you can get 
info about it at:

Look for a product called Voramer MR 1105.  For a detailed PDF on a company

This specification should get you going in the right direction for a DIY.  Let 
me know how well it works.  It would be a cool product to use in the kid's back 
yard play area.
