Wayne, perhaps I'm missing something. Why can't you just replace the
ballasts with electronic ballasts ? It's not the bulbs making the noise,
it's the magnetic ballasts (and whatever else they can rattle, like the
metal of the fixture). The magnetic ballasts saturate, which means they
generate many odd harmonics of 60 Hz. Odd harmonics are terribly
irritating, no matter what frequency they're at. If you buy the right
ballasts, you can continue to use your cheap single-pin T12 bulbs.
