Since Harbor Freight has already been brought up, I've had one of
these:
http://www.harborfreight.com/cpi/ctaf/Displayitem.taf?itemnumber=96
hanging from the ceiling of my garage for about 15 years with no
problems. It's cheap, but it works good enough, and HF has it on
sale right now for $20.
I've also got one of these:
http://www.harborfreight.com/cpi/ctaf/Displayitem.taf?itemnumber=46104
mounted near my garage door for use on the driveway. Mine was bought
at the local "Member Ship Big Box" store, but HF has it for $40. This
one "snags" the hose more when retracting, but the hose is longer.
There are much better ones out there, but these both work pretty good,
especially for the cost.
I also have one of these:

(www.sears.com and search on Sears item #00960467000 if the above URL
doesn't take you directly there. It's a portable 100 foot hose reel,
that I use when I need a really long hose... I bought it on sale
for $50.
