ISTR the instructions with my hoist said to have the cylinder retracted and
vertical, and fill to the level of the hole. I don't believe it's
especially critical, too little oil will just limit how high you can extend
the hoist, and too much will just blow the plug out and make a mess.
Neither one will cause the load to drop or hurt anything.
