Put away the torches. First, flood the area with Kroil or PB Blaster.
Centerpunch the end of the bolt and start drilling it out with LEFT-hand
twist drills in a reversible drill motor. Chances are that the bolt will
eventually tire of the vibration and torque and unscrew itself.
If that does not work, tap it for the next larger size.
