I had similar problem with an old engine hoist, never would go up the
last little bit, worked round it by lowering car to ground a few times
(rather than leave in air) caused me lots of grief but it's built like
a brick outhouse unlike modern flimsy stuff.
Eventually when I had some time to spare I filled it to the brim when
I thought it was fully extended (rubber blanking grommet fill in side
of ram) , lowered it and recovered a very small amount of oil that
overflowed. Been perfect ever since and now goes up about two feet
higher at the end of the jib than I thought it ever would!
If the oil won't "hydraulically lock" when lowered then overfilling
won't cause any damage apart from a few oil stains.
