I've previously made "paint booths" by enclosing an area with
plastic sheet and rigging up a blower to suck (fume laden)
air out of the booth. I even sand blasted in the same "booth".
It was tough to get it clean after that, and I wound up
spraying water to settle the dust when I wanted to paint.
I don't think that you want your blast cabinet in the 'clean' area.
Same with the welder.
To paint an entire car you need a car-sized paint booth, right?
(I do motorcycles, not cars). But you only need that a few times. Most
of the time your paint jobs would be small things like engine parts
or whatever. So you could set up a small permanant booth.
When its time to paint a whole car you could do the plastic sheet
deal to make a car-sized "booth".

I've built a negative pressure system... the problems are
that intake air is unfiltered, and you have to worry about
paint fumes going through the fan. A positive pressure system
wouldn't have either of those issues. Either way you want a good amount
of fresh air, since even with a mask paint fumes are not good.
