Can you wrap two layers of plastic sheeting around the existing plug? One
will possibly stick to the plug and the second to the new concrete, but
neither to each other. Pull out the plug and then you should be able to
remove the plastic easily.
PS: hope the tank is not full as you work. If so, make sure not to drop any
tools you'd miss!
