Another detail to add to this idea is the have the two sheets of rock be
different thicknesses. They will each have a different resonant frequency, so
the frequency that gets through the first sheet will have a harder time getting
through the second sheet.

One technique to stop transmission in a sheet rock/stud wall is to
frame with twice the number of studs. The studs are offset to
create the air gap.
Instead of sheet rock on both faces of a stud, you attach the sheet rock
on one face of a set of studs, and the other face is attached to the
extra set of studs.
