Preston,
Your reading of 13.08 volts is adequate. You might want to check your
battery cables at the battery and the solinoid, to make sure they are
secure. The next thing to check is if the starter motor is heat
soaked,(requires removal and taking to a parts house or shop to be checked).
Check your alt. to make sure it is actually charging the battery also. I
assume you checked your battery clamps and posts for corrosion also.
These asre thje easiest things to check first.
