Beginner's Machinist Qs

I'm not a "real" machinist, I just play one in my garage...  ;-)

So, looking through an MSC flyer on the train tonight, I noticed "Drill 
Rod".  What's it used for?  Making drill bits?

Also, what are the uses for and differences between Oil Hardening Stock, 
Water Hardening Stock and Air Hardening Stock?
