J.C. Whitney sells a sequencial turn lamp switch... to emulate those cool
T-bird taillights from the
70's

I don't remember them being expensive...check out the catalog.... also not
sure bout the blink rate  but ...it may be adjustable...

since you can yse 12 v stuff  this might be the cheap/dirty way to do it
