Gear Oils

I was trying to find a place that sells some good heavier weight gear oil,
something around 140 wt.  Nobody had any.  Why?  The EPA and OSHA have
deemed it dangerous to the environment, or people's hands, or something
crazy like that.  Apparently they're placing restrictions on it.  Does
anybody know why, and what are we supposed to use for
older transmissions that required 140 wt.??
