I have had good luck in this area with "Rust Converter" from Gemplers. I
think it is sold under different names by others. It is a black liquid that
dries shiny black and acts as a primer and rust binder. You still have to
wire brush the loose rust first, and do not get it on your hands - it won't
wash off. I think it has muriatic or some other kind of acid as one
component. It also seems to pretty well ruin the brush, so I buy a couple
of cheap (under a buck) brushes, slap the stuff on, and then toss the brush.
