No idea about #1, but SU's really only need to be rebuild if a) the throttle
shafts are worn and loose in the bearings, b) on HF series, if the line from
the float bowl to the jet is deteriorated, or c) on spring needle carbs if
the needle/jet is worn.  Other than that, they should just need to be
dissasembled and cleaned.  On HIF's, the starter jet can gum up, but the
piston etc just needs cleaning and so on.  BTW, the oil in the damper is
critical to proper operation of the carb, but since it is held in a sort of
reservior that the damper piston fits into, there is no need for a seal.
Just remember to keep the piston matched with the carb body, because they
are a pretty close fit.
