I'm told
that people on the east coast use Harris and West coast -Victor.
As I recall the Victor tips were more expensive.

I am about to buy my first torch set up. I already have a mig and
stick welder
What is the quality of a Harris compared to a Victor
With the victor kit I can get into the whole set up tanks and
all (lease) for under $200.00

You're better off buying your tanks, if there's any way you can do it.
I bought the small Victor portable set, with the really small tanks, and
then when they were empty ( and I could afford it ) I'd trade them in
for the next larger size. With the equity in the smaller tanks, it only
cost me $25-$40 more for the larger tank, every time I traded up.
The dealers like it when you lease, because of the higher profit,
but, unless you're leasing 6 months or less, you'll end up paying more
with a lease. ( At least here in Seattle ).
I really like Victor BTW, I eventually bought a bigger cutting
torch, for more control, but I'm still using my original portable set
for everything else, its lighter and easier to handle. I've never
priced Harris, so I can't tell you about costs.
