Have you considered a body saw, it is an air powered reciprocating blade saw
with a short stroke, uses a blade like that in a hacksaw but 2-3" long.   It
is very compact  for tight areas and can cut very straight in the right
hands, will cut shapes,  can cut thick sheet metal (16ga.) easily, and also
square tubes up to 1" diam. The Campbell-Hausfield was in the $ 50-60.  range
and has been a real workhorse.
