My theory is to throw the bums out.  If they are an incumbent, no matter
which party, vote against them.  If we cleaned out the U.S Congress, the
incoming politicians might get the idea.  If they don't start turning things
around in two years, throw them out, too.  It wouldn't take too many cycles
for them to start listening to the voters and not the lobbyists.  harry
