It looks like a snorkel kit, but your thumbnail is so small it is hard
to say. Can anyone out there enlarge the picture without losing
resolution??

It is on the passenger side of the hood of a heavy duty, maybe 2 ton
chevy that is on eBay. I have never seen anything like it and the
auction doesn't say.
