Michael,

Definitely drain it. After two years it's turned to varnish, (brown and
smelly), and it's most likely got a scum line at the 5 gallon mark. You may
have to have the tank cleaned. I would be very surprised if it started. I
have old wooden boats which, if I don't use them within a year, will varnish
up inside the tank, fuel line and carb. The time to put in the gas saver is
when you intend to park it. Don't forget to drain the carb, floats will
stick if you don't. I don't think gas saver works backwards.
