Somewhere in the archives is a message about how someone took a bolt
welded to a small piece of strap and fished it up into place on a
big window TF for a shoulder belt anchor.
As I remember it, they first cut or drilled the hole for the shoulder
anchor. Then dropped fishing line down the hole, tied the bolt onto
the fishing line, and pulled it up the post into the hole. They
then welded the bolt to the sheet metal around the hole. Sounded
pretty slick.
