If you can start a carb'ed motor cold with no choke in a colder climate...then you have too rich of an idle mixture anyway. Actaully, I'd say thats true even in less cold climates. Why it changed, I wouldn't guess. Being too rich may not be as bad as being too lean, but its still not good.
