I've been down this road before. If the rims are aluminum I haven't a clue.
If their steel here's what I've done: Heat the lug with a torch, until it is
cherry red. Squeeze the lug with a pair of vice grips (real tight). Use an
extender bar on the vice grips spin off the lug nut. The heat will loosen
the nut and you should be good to go. Let the stud cool. 
The lugs are designed as a nut within a sleeve. The sleeve is what you see
so just trying to spin it won't get you anywhere

wheel locks.  And

locks.  How do I
                get these off?  They're sunk into the rims so I can't get em
with a sledge.
