Hi Ron,
I don't have a GMC but I bought the service manual and I'm looking at the
228 inch motor information on the heat control valve.
The picture seems to indicate a counter clockwise rotation to open the
valve......"that would mean moving the valve weight toward the fender".
You can also figure out the travel of the valve by looking at the winding of
the bi-metalic spring. The spring is wound to close the valve when cold and
slowly open it when the heat from the manifold warms it. So, take a look at
which way the spring is wound and if your wanting to open the valve the
spring should be getting tighter.
The heat control valves function is to aid in the warm-up of the engine when
it's cold. Your fuel will travel better in vapor form in the intake and
travel to the combustion chamber better without puddling up in the intake
manifold.
