Steve,
Try taking a die grinder with a cut off wheel and slot the head of
the bolt down flush with the hinge. Then use a chisel and hammer and pop
each side of the bolt head off. A air hammer with a chisel bit works great
in these situations but if you do not have access to either air or an air
hammer, a chisel and hammer will work but takes longer. after, you can try
and clamp a pair of vise grips onto the shaft of whats left of the bolt and
back it out after you soak it with penetrating oil. I know you are thinking
why not try the oil first but I have found that it can not penetrate far
enough down the bolt to do any good.
