Most of these compressors have reed or disk valves if either the suction or
discharge valves stick in the open position you will get no air. Clean the
valves and they usually work. Make sure you put the valves back in, in the
right direction, or it wont pump either. The whole assembly is much simpler
than an engine as the valves are actuated bu the inflow and outflow of the
air. If you feel air going in and out at the suction it is usually the
valves.

valve is stuck from sitting it would be keeping the compressor from building
any pressure. If there is no unloader, which would not be uncommon, there
would have to be something funny with the compressor. These 2 cylinder
units are not staged, eg low pressure-high pressure piston, both pistons put
out the same pressure as in running 2 single cylinder compressors. This is
were it gets somewhat puzzling unless valves are defective on both cylinders
as at least one of the cylinders should be putting out pressure. I would
suggest 1. if there is an unloader valve disconnect the line from the
compressor to the unloader and block the line. This will prove out the
unloader and with the line unhooked and blocked you should get pressure. 2.
if there is no unloader disconnect the line from the compressor to the tank
and run the compressor see if there is any air coming out of the discharge.
If not there is something wrong in the either the valves or with the pistons
and rings. Check and make sure that the air intake is not blocked with
something as no air going in will result in no air coming out.
