Eric, it means that the axles have been shortened and the axle tubes have
been cut and re-welded.  The purpose is to allow wider tires to be used.
Often it is accompanied by narrowing the frame and installing wider wheel
tubs.

You might suspect some axle abuse.  Probably want to take a good hard listen
to the rear, and maybe take it to a 4 wheel or axle shop for a look see.
