Grant: I think you're talking about a Unisyn. It's a simple vacuum gauge you set on top of the carb. A little ball in a glass tube rises to different levels depending on the vacuum. Then you pick up the tool and and set it on the other carb to compare, adjust second carb to the same ball height and you're done.
