If it is not a manufactures hole then maybe you can tap it and fill it with a machine screw. I think some carbs had vents on them. It shouldn'y effect anything as the float bowl is not pressurized.( at least on the ones I've messed up) It is strictly a resivoir for the fuel so it can be distributed to the different areas of delivery.
