Hi... The lockup on a TH350 is NOT controlled by the detent (kickdown) cable. It is controlled by the engine computer, if the vehicle has one, or else by some switches, usually a vacuum switch and a brake pedal switch. Lockup at 30 mph in 3rd at light throttle may be normal...there's no need for the converter to slip under these conditions, and the whole reason for lockup is to add a little bit of efficiency under these type of conditions!
