It is, but you have to do through a trial to put on your defense. There are
various other privileges also recognized, such as statements made in
furtherance of a common interest between speaker and hearer, and one of the
elements of an action for libel and slander is proof of damages, but again,
if you have to go through a trial, you've already lost.
