That "bolt" is actually the end of a long shaft that goes into the steering
box.  I'd think it to be a royal pain to replace, but.......

I've been doing some work on my horn relay, and in the process, have taken
off and put back the nut on the bolt under the horn cap several times.
Looks like the threads are pretty worn, and although it's bolted down tight,
I'd like to replace it if this is feasible.  The steering wheel stays tight
even when the nut is removed, so I don't know for sure what purpose it
serves, except to hold the horn relay down.  Anyone know how to remove and
replace this bolt, or do I even need to worry about it?
