If your fan is pushing air out through the radiator, you automatically have a
problem. Your trying to fight mother nature. you can't blow against the air
flowing in from going down the road . That will never cool properly, time for
a new fan blade with the proper pitch in the right direction.
The only fans I have seen that operate that way are on stationary power
plants.In that case the heat generated is directed away from the engine.
That may be the whole problem solved right there.
