I just manually bled my 46 2 ton with hydrovac. Worked fine. Sounds like a Mast cyl problem. Put a plug in back of M/C and see if you get hard pedal with very short stroke. then reconnect line but plug at back of hydrovac and test. You can make a plug from short brake tube soldered shut.
