Hi Dan,

They go in from the inside of the engine.  If you need to remove the timing
cover you have to take the oil pan off to get to the bolts.

Some race guys who change cams from time to time tap the holes in the front
main cap 3/8--16 and drill out the two corresponding holes in the timing
cover for 3/8 so the bolts can come in from the front.  (See California
Bill's Speed Manual p. 34).
