It's a retro-fit thing to get more oil to the rockers, my '59 has it too,
but my line (1/8th in. I believe) goes around the front of the valve cover.
I never found out if this was just a "common knowledge" thing to do, or a
factory mandated thing passed on to dealers, etc.
