My guess is the alternator can put out 14 volts, but not put up the amps.
This is because the 14 volts is open circuit voltage. When it is hooked up
to the battery, the voltage drops. This could be caused by a high resistance
between the alternator and battery, or it could be a bad alternator. It
sounds like you ruled out the regulator, so check the alternator and it's
wiring. If it continues to give trouble, you could replace the alternator
with a single wire unit and eliminate the regulator.
