I don't have an answer for you, however I remember having a similar problem 
with my truck.  I used clear silicone lubricant to install the filler grommet 
into the cab.  I remember it took me at least 30 minutes of working at it 
until it finally slid into place.  The slight excess wiped away and left no 
mark.
