I received a no front plate ticket in San Francisco a few years ago. This
was on top of the parking ticket. At the time I was pissed, because I
noticed three other cars on that block with no front plate. When I
questioned the no plate ticket at SFPD, I was told it was common to issue a
ticket for no front plate, but they were not looking for it as a violation,
like the parking ticket. I don't remember there being a fine, but since I
didn't have the front plate, I had to get new plates and get the ticket
signed off at the DMV.
I would also be careful about punching a bunch of holes in the front plate.
When I got my JH registered, I had to do an inspection. I have bent the
bottom of my front plate back to allow for better air flow. The inspector
told me, that it was against the law to tamper with the plate. Since the
bend had no effect on reading the numbers, he didn't make me replace it.
On a side note, motorcycles are note required to have a front plate, and the
rear plate is tiny. Not sure why the front plate exemption. Any ideas on
that?

According to the wife of a CHP officer, that I know well, it is still "not a
primary cause of a stop by
law enforcement. Another words, IF you were caught speeding, and the officer
noted your lack of front plate, he'd write you up. But he wouldn't STOP you
simply for lack of a front plate with all else being legal.". But that may
vary from unit to unit. Who knows???
I have no front plate on my MG nor my Honda S2000.
