Can firewall insulation effect performance?

While tinkering with carburator on my 4/4, I noticed that the secondary
throttle plate was only opening about 3/4 while pressing the accelerator
pedal to the floor. The thick foil insulation under the rubber matting was
the cause. Removing the insulation directly under the pedal solved it.
