Ohio, you lucky person! I'm esconsed in the Looney state (that should stir
some ire!) where up until a few years ago my tame smog man was able to get
my Plus 8 to pass by jetting as you say & using a temp' catalytic converter
set-up. However, things have changed. Not only do you have to meet emissions
requirements, BUT each engine must have all the "standard" emission
equipment for that make & model. In 1977, that meant a "Finked" propane
package. That means you can't fit aftermarket kit unless it's been approved
for the purpose by CARB. I believe the EFI package has been approved - in
the Range Rover of course - and as for Fink, well I avoid him 'cos all he'll
do is sell me a new one. No help whatsover. Sorry excuse for a Mogger in my
book: I put him alongside Melvyn "Rutter the Nutter"! Moneybags, the pair of
'em! Still, all God's chillun got to eat I suppose.
Oddly enough, Vancouver BC is MOGS semi-permanent residence after the
DOT/EPA one-time import debacle that went horribly wrong. I should have
consulted a "import specialist" to begin with! I managed to register MOGS in
both Washington & Oregon State where things are a little more sane, but as
soon as I come into California I get stopped sooner or later and have to
fiddle my way out of paying $300 to "register" my "visiting" vehicle. Time
to change the Beaujolais Red to Tarmac Black/Freeway Beige dazzle methinks!

My car is a 69 and in
Columbus, Ohio there is no tailpipe emission test. In
other cities where
they have emissions check, I believe cars over 25 years are
exempt. I would
bet though with a little tuning or rejetting, they could be
made to meet
some of the early emission laws that perhaps you have to contend
with? Some
of the new aftermarket carbs, Holley, Edelbrock, Carter etc. can be
specked
for emissions. I was running an old 4GC Rochestor, that was original on
the
GM 215 and the new Edelbrock is great improvement. I never ran the
SU's
although I have them, the entire car was in bits when I bought it.
They were
non emission carbs as the car was sold originally in
Canada.
