Disconnect the battery charger before switching on the
ignition. When you do yet it running again, recalibrte the tachometer.
The (rectified) 60 cycle hum from a battery charger can make an
electric tachometer read 3600 rpm with ignition on and engine not
running (120 pulses per second). The 50 cycle hum in Europe would
make the tach read 3000.
