Barrie,

The real problem is that LEDs are very directional devices as compared 
with the filaments of light bulbs.  LEDs are very 'bright' when viewed 
head on, but radiate virtually nothing to the side.  The reflector and 
lenses of the tail lights expect to see light radiated into a large angle.
