TD Won't Start

I am having trouble getting my TD to start.  Yesterday it would not start
and I could not hear the fuel pump clicking.  I took it off and cleaned it
out and sanded the points down.  It is now pumping.  I put it back on the
car and it still would not start.  I took the float bowl tops off, cleaned
the bowls and jets out and put them back on the car.  It still won't start.
I checked the plugs and I have spark.

Any suggestions would be appreciated.
