  Letting the water circulate to the heater is a well-tested way to
handle conditions when the radiator cannot dissipate all the heat from
the engine. I will defer to Midget owners to say if the radiators are
generally able to handle all driving conditions.  There is the
possibility that your radiator is partly clogged, the cause of over
heating, and the additional heat transfer in the heater compensates for
the radiator condition.
