This is normal, and in fact essential. If it *did* go all the way back it
would almost certainly be applying excessive pressure to the release bearing
causing rapid wear, just like riding the clutch, and possibly not even
allowing full pressure onto the friction plate causing clutch slip. It is
also part of the self-adjusting 'mechanism' - as all the mechanical bits
from the slave piston through to the friction plate wear the slave gradually
takes up its resting position further and further out of the cylinder.
There should also be a light spring between the base of the cylinder bore
and the back of the piston to take out any slop in the linkages, without
that you could get a 'long pedal' i.e. a low releasing point the first time
you pushed it after driving without using it for a while. Whilst this also
pushes the release bearing onto the cover plate it is only very light.
