That's the way it is on T series and MGA cars. It was originally a
carryover from the petrol saving days of W.W.II and into the fifties in
the UK. When we were in the UK in 1972, while in towns, it wasn't
uncommon to see cars running only with the sidelights and sometimes no
lights at all! After several days of cars flashing their lights at us
(We had the heads on.) we asked the local constabulary. They informed
us that indeed heads should be used at night, but some drivers never got
over the petrol saving.
