PVC valve

I discovered the vacuum side of my PVC valve has been intentionally 
plugged on my B.  It is a 65 or 66 which were the first years of the 
valve. The car runs great. I'm kinda of assuming that it might have 
been plugged because the valve failed. My questions are:

With it plugged, Am I getting adequate crankcase ventilation?
Can I test the valve?
If I install a working valve, will that vacuum change upset my carb 
settings?

If I leave the hose plugged ought I  fashion a pipe that runs down to 
oil pan area like the older engines such as the A 1500?.  Does the 
original oil cap allow for enough air flow to do this?

I note that you can get a replacement parts for the PVC valve, I would 
like to keep the car original.  A working pvc valve doesn't really hurt 
anything does it?
