It should certainly be able to lock the rears on gravel, I'd have said.
Unladen (rolling the car down the sloping drive and leaning in to pull up
the handbrake) locks the wheels on dry tarmac with both mine, but not when
my lissom body is inside. It is very easy to let them get even worse than
the factory sent them out, regular (like every 3k) dismantling, cleaning and
lubrication to keep them anywhere near that.
