Thanks; this sounds like the simplest way to fix my problem. Would
drilling through the top of the rail compromise its structural integrity
enough to be a problem? The car's a driver, not a racer, but even so I
don't want to cause trouble.

I had a similar situation adding a sway bar to my 75B... I took a long
drill and went up through the frame rail top, then used a section of
threaded rod, some washers and nyloc nuts and simply went through the
frame. Painted the nuts and washers to match the rail and it hides
fairly well...
